Donna Parkinson brings many years of experience practicing bankruptcy and commercial insolvency law in state and federal courts. She has represented multi-state banking entities and large financial institutions, insurance companies as lenders, landlords, trustees, creditors, creditors’ committees, governmental entities and national wholesale companies as well as individuals, addressing a wide range of complex bankruptcy and commercial insolvency law issues.  Recently, she has represented the Stockton Police Officers Association and Stockton Police Managers Association in the Chapter 9 bankruptcy case of the City of Stockton.

She was chair of the business law section for 2011-2012. She is certified by the American Board of Certification in Business Bankruptcy Law and Creditors’ Rights Law. She is also certified by the California State Board of Legal Specialization in Bankruptcy law.  She is peer rated as AV preeminent by Martindale Hubbell, which means she meets a very high criteria of ethical standards.

She is a former Chair of the Insolvency Law Committee of the California State Bar and is a past president of the Sacramento Valley Bankruptcy Forum and the Sacramento Valley Receivers Forum as well as representative to the California Bankruptcy Forum. She served as a member of the Bankruptcy Attorney Advisory Committee for the Eastern District, on the Attorney Advisory Committee for the Eastern District Court and served two years as an at large Bar Council member for the Sacramento County Bar Association. A frequent lecturer on bankruptcy and insolvency issues, she has been an adjunct professor at the University of the Pacific’s McGeorge School of Law teaching advanced bankruptcy law. She was a member of a panel that presented the bi-annual Ninth Circuit Insolvency Law Update webinars and has written Insolvency Law Committee e-Bulletins summarizing new cases. Donna also served multiple terms on the Sacramento County Treasury Oversight Committee and chaired that organization in 2002.

Donna Parkinson presented the topic “Jurisdiction: Bellingham” as part of a program titled “Don’t get Burned: Current Developments in Chapter 11 You Need to Know” at the California Bankruptcy Forum Annual Meeting on May 17, 2014 in Santa Barbara, California.


Donna Parkinson authored an article titled “Executive Benefits Ins. Agency (In re Bellingham Ins. Agency, Inc.): United States Supreme Court Defines the Statutory Boundaries of Article I Bankruptcy Judges after Stern v. Marshall.” It was published in the Business Law News, issue 3, 2014.


Donna Parkinson co-presented a program titled “How to Think about Municipal Insolvencies and Chapter 9” with a corresponding powerpoint presentation at McGeorge School of Law on November 4, 2013.


Donna Parkinson co-presented a webinar titled “The Contractual Integration Clause and the Fraud Exception to the Parol Evidence Rule after “Riverisland” sponsored by the Business Law Section of the California State Bar on June 6, 2013.


Donna Parkinson co-authored an article titled, “California Supreme Court Overrules Pendergrass and Permits Evidence of Promises at Variance with the Terms of a Contract” for the Business Law News, Issue 3, 2013.


Donna Parkinson co-authored an article celebrating the 35th anniversary of the Business Law Section that was published in the Business Law News, Issue 1, 2013.


Donna Parkinson presented a program on assignments for the benefit of creditors for the Sacramento Country Bar, Bankruptcy and Commercial law section on September 21, 2011.


Donna Parkinson presented the Top 10 Things You Need to Know When the Economy Falls and Your Client Calls as part of a series of programs on the economy in January and February 2009 as well as presenting the program at the State Bar Annual Convention in San Diego in September, 2009.
